Billericay Striders Constitution

l. Name

The club shall be called Billericay Striders.

2. Headquarters

The registered club headquarters is 100, High Street, Billericay, Essex.

3. Object

The object of the Club is the promotion of Amateur Athletics for both men and women.

4. Management

The management of the Club is vested in a Committee consisting of a Chairman, Treasurer, Secretary and 15 other members.

 

A quorum of the Committee is 6 members.

 

The Club also has an honorary President.

 

The Committee shall be elected annually at an Annual General Meeting to be held every May.

The Committee has the power to fill any vacancy which may arise in it.

a)   The Chairman shall take the chair at General Committee Meetings and of General Meetings of the Club.

b)   The Secretary shall call meetings as requested by the Rules.

c)            The Treasurer shall:

i. Keep account of all receipts and payments concerning Club funds.

ii. Present at each General Committee Meeting a Financial Statement of the Affairs of the Club.

d) The Minutes Secretary shall take minutes at the General and Committee Meetings of the Club.

 

e)     The Membership Secretary shall maintain an up-to ­date register of all members of the Club and their addresses. He shall bring all new nominations to the Committee for election to the Club.

 

f)            The General Committee shall:

a)  Control the finances of the Club

b)                 Organise Club elections

c)                  Decide and direct the general policy of the Club.

d)                 Have the power to suspend temporarily or expel from Membership any member guilty of misbehaviour or undesirable practices in connection with any of the activities of the Club.

e)                 Interpret the Rules and decide any matter not contained or provided for in them. Their decision shall be final.

5. Affiliations

The Club shall be affiliated to the

Southern Counties Amateur Athletic Association

Southern Counties Womens Amateur Athletic Association Essex AAA

Essex WAAA

Race Walking Association

Southern Counties Cross Country Association

Southern Counties Women's CCA

6. Membership

Membership of the Club is confined to Amateurs as defined by the AAA or WAAA.

"An Amateur is one who has, since the age of eleven, never competed for a money prize or monetary consideration in any Athletic Sport or Game or been in any way interested in a staked bet or wager made in connection with any athletic competition in which he/she was an entrant or competitor; who has never engaged in, assisted in, or taught any athletic exercise for pecuniary consideration, or in any way exploited his/her athletic ability for profit and who has never taken part in any athletic competition with anyone who is not an amateur (this does not apply to veteran age group meetings (over 40 for men and over 35 years for women)"

A Candidate for Membership must apply in writing on a form provided for that purpose and be proposed by one member and seconded by another member and elected by ballot at the next ensuing Committee Meeting

Forms for Athletes under the age of 18 years must be signed by a Parent or Guardian in addition to the athlete's own signature. For lady applicants the WAAA Rule lb relating to membership of this Club, including the First Claims Rule, must be explained to the Candidate.

The Club may elect to Life Membership any member who gives extraordinary service to, or who brings merit to the Club.

7. Subscription

The annual subscription of the Club will be determined at the Annual General Meeting each May. If an alteration of subscription rates is proposed by the committee this shall be effective if approved by a simple majority of those members present at the Annual General Meeting If no alteration of subscription rates is proposed by the committee they shall remain at the current rate. Subscriptions shall become payable on the first of June each year.

The committee shall have the power to expel any member whose subscription is six months in arrears provided a months notice in writing shall have been given to such a member by recorded delivery letter addressed to the members last known address.

 

The name and address of any person so expelled from a Club in the Southern District shall be sent to the Honorary Secretary of the SCAAA or SCWAAA (as appropriate) who shall enter his/her name in a book (to be called "The Black Book"). Every person whose name has been so entered in the Black Book shall be suspended from competing at any Meeting held under AAA or WAAA Laws until the liability causing his/her expulsion, shall have been discharged.

8. Resignation

A member intending to withdraw from the Club shall give notice in writing to the Honorary Secretary. His/her Membership terminates on the date of that notice, unless he/she is financially indebted to the Club, in which case the Committee may withhold acceptance of the resignation until he/she has discharged the liability. A member not having tendered his/her resignation prior to 1 April shall be liable for the ensuing year's subscription.

9.  Annual General Meeting

A General Meeting shall be held during the month of May in every year to receive the Committee's Report and Financial Statement, elect officers and Committee and deal with any other matter specified on the agenda. The Honorary Secretary must give every member 21 days notice of the meeting and notice of any business which it is desired to place on the agenda must be given in writing to the Honorary Secretary at least 14 days prior to the Meeting.

Club Officers and Committee members shall be nominated and seconded at the Annual General Meeting and shall be elected by a simple majority of those present and voting.

10. Special General Meeting

A Special General Meeting must be called by the Honorary Secretary within 14 days of the receipt by him of a requisition in writing, signed by members (ten) of the Club, stating the business to be brought before such a Meeting.

11. Alteration in Rules

No alteration or addition may be made to the Rules except by an Annual General Meeting or a Special General Meeting called for the purpose. Notice of any proposed amendment must be given as provided in Rules 9 and 10.

12. Notice of Meeting

The Honorary Secretary shall give at least 7 days notice to every member of the time and place of any General Meeting and the business to be dealt with, and no other business shall be dealt with at any such meeting.
